Unlike Switzerland, where I have heard that they publish a directory of plate owners, this information is considered to be privileged.
Police officers have access, but are not at liberty to reveal the information to you.
Some staff at the DLVC have access, but they are not permitted to reveal this.
If a crime has been commited, the police may be able to help, or perhaps your insurance company could get some info.
