the ide flat cable can connect 2 devices
a hard drive & dvd drive > yes, very much so
all u got to do is make hard drive as primary & dvd drive as secondary
this is done by jumpers in respective drives
check carefully on label of each drive & do the needful

Yes. You can set one to master, and one to slave (with the jumpers) or let it do "cable select", which would mean the last drive on the cable is the master.
Try to get drives with the same approx speed. IDE 133 for instance, rather than one at 133 and the other at 66. I believe the channel will run at the lower speed otherwise. If this is fairly new technology you're putting in there, you probably don't have to worry about that

Yes, you definitely can. Make sure they are on alternative jumper settings, one needs to be master and one needs to be slave. Alternatively you can have them both on cable select.
Another thing you should know. It's usually better to keep constantly accessed devices (for example, two hard drives) on a separate cable for ideal performance. This may not always be possible, but when it is, you should set it up like how you're asking to.

yes you can. just remember that only 1 IDE device can transfer data at a time. so if you have 4 IDE devices I would set them up like this
IDE1 - hard disk 0 (master)
IDE1 - CD-ROM or DVD/CD-RW #2 (slave)
IDE2 - DVD/CD-RW (master)
IDE2 - hard disk 1 (slave)
