Contact your local city councilperson and ask them if there is an ordinance for this. If there is is, contact the authorities (during the day on the administrative line) and request this be taken care of and inform them you have talked to your councilperson about it. better yet, some council members will do this for you if they have the time,

Regardless if the mailbox is blocked,your mail person MUST deliver your mail even if he/she has to get off the jeep. But did you ever bring this dilema to your neighbor and ask why it's parked where it is? Perhaps your neighbor doesn't have any money to repair the tires.
YOU could be a neighbor yourself and propose the idea of helping push the vehicle to his/her driveway and use wooden blocks to chock the inflated tires to keep it from rolling away.

The easiest thing to do is to report a derilect vehicle to the city. They'll come out and chalk the tires. After a short while they'll put a "move it or else" sticker on it. 24 to 48 hrs later, no more van.

Visit your county's website , or visit their office and report them to code enforcement. I would know this is an offense because my step mother is in code enforcement. You will have more luck doing this the right way than turning it in as an abandoned car.

Report the car as abandoned to the police. They should ticket it and eventually it will get towed.
You can always try and talk to them first.
