Well if you actually want to play games, get a DS.

My son has both of them
(I bought the Ds because the year it came out it was the only system available for an xmas present)
As soon as the PSP came out he wanted that too so I bought it.
He never plays the DS much anymore
He admited that the Ds had better games but the 'chat feature' of the Ds is unusable unless you are in an airport or something and if you are you have to be fairly close to that person (why not jsut talk to them).
ANywhoo, the PSP
he uses quite a bit
(he is 12)
loves it as he can download games, music and go online with it
Not saying that you cant do the downloads with the other , just saying he does not play with it much at all.
I hid if from him a few weeks before xmas
He has not asked for it or even looked for it.
A few months before that I hid that PSP and he tore up his room in an attempt to find it

I guess it really depends on what you are looking for in a system.

If you want to have a overpriced paperweight, (PSP=Playstation Paperweight) that plays movies, music, and crappy ports of PS2 games with no innovation whatsoever then I would suggest the PSP.

If you want play excellent games, and have the support of developers who make games from the ground up (not ports). then get the DS. Seriously you cant go wrong with the system, it already has a very impressive library of games for any video game fan.
