Pornography usually has a XXX "rating". This is something the distributor puts on it, just to let the viewer know what type of film it is, but again, no one actually reviews it.
I believe that 18 is the legal age to purchase, or view, these types of movies. Also, you can't star in one if you are not 18. In fact you can't even pretend to be younger than 18, doing things that are reserved for the 18 and plus age group - in any movie - PG to XXX. That's the law. Of course, communities can get together and make their own local ordinances on these moral issues.
I use to manage a theater, and asked this question myself to our senior advisor.

NC-17 is not pornographic, just having a strong sexual content, but since the studios know that in the minds of the public, they equate it with smut, that is why there are very few NC17 films (at last count 154)
And you would be surprised the number of films that got hit with an NC-17, then re-cut for R, like

Most likely, it varies depending on your state's laws. Most of the ones I know the minimum age is 18, but your state and probably a few others require an age higher than 18 up to 21.

bc it's like pg-13, if you're under 13 you can go with a parent or someone older than 18 or 21...i forget which. no one under 17 can get in at ALL...but if you're between 17 and 21, i think you just need someone older than 21.
