You can't have a blue moon in Feb. The period between moon cycles is a little over 29 days (the synodic period) so even a leap year with 29 days isn't enough to have two in a month.

Its under no circumstances going to take place a lunar month is longer than the month of February even in a bounce 3 hundred and sixty 5 days. yet apparently adequate you are able to relatively have a blue moon in January and then lower back in March as a results of scale of February is purely relatively shorter than a lunar month.
