If the custodial parent lives in Missouri and the non-custodial parent lives in Ohio, by which child support laws must they abide by?

Wherever the court order was entered... Was it Missouri or Ohio?
If the child support court order was originally entered in Ohio then the order will follow OH child support laws. Even if the court order gets registered in another state, and two states are involved only OH courts will be able to modify the order.

They must abide by the support orders of the State Court in which they were issued.

Where the case was filed. However, you can always request a change of venue to the state where the child lives, to enforce the original court order from the other state.

the child is always under the jurisdiction where original court order is. through uresa and the laws that have followed an attempt has been made for uniform laws in regards to support. that is an area that is in need of many reforms.
