It is a file compression program like PKZIP but it uses a different compression format. It allows you to bundle 1 or more files into a compressed file and password protect them if you so choose.

WinRAR is a program much like winzip, gzip, tar, etc. It is quickly becoming the defacto standard for zipping files.
Look at it like this. When you create a document, there is ALL of this white space. White space actually takes up space. What a zipping process does, it eliminate all the white space and replace it with simple commands that remember where the whitespace is, taking up less space overall.

Win RAR is a software that compresses files to make them smaller. Either to save space or e-mail more easily.
