oh there are alot of ways... one, and this is one of the most important ones... watch NBA or NCAA games... because you have to know what kind of moves are availble basically... and don't just concentrate on players that play the same spot as you... you won't beleive how much a center can learn from a point gaurd... and the other way around...
another thing you have to do is, excercise... to improve quickness, explosiveness and vertical... plyometrics without equipment do just fine...
and i don't know if you play basketball just for fun or not, but when you do, always try to play with someone better than you are and play your best... that will force the other player to play his or her best and well, playing against the better makes you better too...
you don't have to learn any plays, because thats a team thing, but you do need to learn how to post up, catch and shoot and fade away... these are necesarry for all players... trust me they help...
try setting an obstacle course between you and the hoop, and weave through as though they were real players... and never, just stand there and shoot idly... always make hard driving layups, and other shots that you only try when you are being gaurded...
practice shooting form... i won't tell you that there only one perfect shooting form, i mean look at shawn marion, so select the form you like the best and are most comfortable with... and stick to it... and when you make the choice, think about the defender... is the shot easily blockable, is it quick enough to prevent being stripped, and such things...
try making reverse layups, crazy vinsane moves, etc... i know you already know that practice is important, but i will say it again... practice... and oh yeah, you learn the best if you actually like, no love the game...

It's eye-hand coordination.
Try exercises that test that, and again practice because like you've heard REPETITION is key!
The more times you do anything, the better you get at it!

well i taught myself how to play. all i did was watch good shooters. watch the 3 pt contest and i recorded it and watched it over and over to see how they shot the ball. look at pictures and cards and see what they do differently from you and of course you gotta practice it.
