neither... You can't add the "y" values to the "x" values, because they are totally different variables. The answer is
10y+2x
but, if you knewwhat y and x were, you could figure out what 2y, 2x, and 8y were equal to, then add them together!

if the answer is 2xy+10xy (instead 2x+10y), then this is equal to 12xy.

the only answer is
2x+10y
which you get by adding the 'y's together
you can't add the rest together because the 2 and the 10 are being multiplied by the variables, and you don't know what those variables are. since all the multiplication has to be done before addition, you're stuck and that's all you can do.
you could also write it 2(x+5y) to mean the same thing
