Hello

If your leaving the country you don't go through customs. If you are entering the country it should be done when you apply for a visa to enter the US.

If you are from the US a criminal check should be done when you apply for your passport.

Customs has the right to check you when leaving the country to determine if you have unreported cash or other items you should not have. Normally they don't do this, but they can. They can also check flight manifests if they are looking for someone specific, or for some other reason. If you have warrants out for your arrest, or oar on probation or parole, you should see a lawyer about your options. If you have convictions for which you have served your sentence, travel in good health.

They can't prevent you from leaving the country, other countries government can deny you entry based on criminal record that is provided by our government.
