With the climate trend we're experiencing, this scenario is very much a threat looming in our future. Earlier last month in the midwestern US.. 94,000 people remained without power for over 6 days with 16 deaths attributed to relating conditionals. Carbon monoxide poisoning is a grave concern as is hyperthermia. So many people and families are unprepared to endure a week without utilities in freezing temperatures.

The bottom line is that no one should ever count on the government for everything. The government is made up of the people.... to take care of the country as a whole, not to be the daddy to any one person or place.

People need to take responsibility for themselves.

If they live in a certain region, they know what their perils are, be is snow / cold, hurricanes, scorching heat.

If they are unprepared, its their own fault.

I think it boils down to common sense
If you live up north - it will snow
If you live in the south - there will be hurricanes
If you live in the west - there will be fires and earthquakes
If you live in the central - there will be tornados

East is your only real option and they pretty much get some of all of it.

No one is caught "unprepared" - they're that way because they didn't prepare.

I'm from Louisiana near New Orleans - saw a big storm coming - got out - COMMON SENSE

I think the media and agencies do a terrific job of getting the warnings out there along with what should be done to prepare in advance.

It's up to people to take action - you know - choice, self responsibility and all those other great qualities humans have been given - yet choose to ignore.
