if someone is being attacked across the country, do you have a right or responsibility to act to stop the attack?

If you are not part of the solution, you are part of the problem! If you don't do every thing you can to stop crime then you are just helping the criminals.

My answer remains the same as #2. You have no legal duty to stop it unless you caused it. You may have a moral responsibility to stop harm, however.

If you know about it, yes, a phone call to the police there shouldn't be that hard to make.

if they were across the country obviously i wouldn`t know they were being attacked
