if someone across town is being attacked, do you have a responsibility or duty to stop the attack?

these questions obviously assume you are aware of the attack - to evade the question with the assumption you don't know is the mark of a coward - someone who can't/won't face their own inconsistency of beliefs and morality.
to not act out of fear is understandable, to not act because you make a decision thru indecision is totally amoral.

No, as I would have no knowledge of the attack since I'm across town.

Depends.... If you knew someone would be attacked at a certain time/place across town, you can- and should- try to prevent the attack. (If you're the one who arranged the attack- stop reading this and call your lawyer. You'll need one.) If you don't know anything about it, you have no oligation to stop it- how are you going to stop something you're not aware of?

if i know this incident is occuring then yes i step up and get the person being attacked help by calling the police to patrol the area or go to the location but if i'm across town i'm not sure that i would know it was happening

Even if you knew about the attack, you have no legal duty to stop the attack. If you caused the attack, then yes you have a legal duty to stop it.

If you knew an attack was about to occur I would argue you have a moral responsiblity to save someone from harm.

If I knew that someone was being physically attacked, I think I should call the police and ask them to patrol that general area.

no, you are only responsible for yourself, people try to lay a moral guilt trip on you, but in the end that is what we pay law enforcement for.
