For your mum, I think if you make her a family photo scrap book, she would be flattered. Get pretty papers, nice photos of your family and stick them in a nice photo book. Plus, you can get your sisters to help you as well. It'd be a fun project for you and your siblings.
As for your sisters, I think you should get them some clothes. 11's an age when you wanna look good and all, so get them a nice t-shirt or something. It shouldn't be too expensive then.

Go for the presents that show you care, not the expensive ones... hand-made cards (stencils, etc.) are the best gift in the world for a mom. Buy her favorite indulgence (candy, flowers, ???) and make her a beautiful card and you'll make her month!
For younger sisters, they want to become 'bigger sisters', so help them in little ways... at 11, they probably are eyeing things in your closet that you're outgrowing anyhow. Give each of them a gift card that says they can have any one item from your closet. (Of course, pull your favorites first, but leave everything else there.) They'll have fun and you get rid of something no longer your favorite.
You've just made everybody happy and spent only a few dollars for materials. At the same time, you've freed up space to buy something new for yourself.

Your mom doesn't really expect a present from you. My kids do things like put together a couple of pictures of themselves on a piece of construction paper with a nice heartfelt message. That is much more meaningful to me than something they bought from a store. That won't cost you anything, and your mom will love it. That leaves you $70 to figure out how to spend on your sisters and some for yourself.

Maybe instead of buying gifts, you can treat your Mom and sisters to a "Girls Birthday Lunch" at an inexpensive place such as Friendly's or Perkin's. It'll fit within your budget and there 's no better gift than one that will last forever, such as a memory.
