In general the temperature of the air decreases with an increase in altitude. Under “normal” conditions (it’s called a standard day) the decrease will amount to 3 to 5 degrees F for each 1,000 foot increase. So if it’s 30 degrees at my 2,000 ft elevation I can expect it to be around 9 degrees cooler at the top of our 5,000 ft ski hill. The troposphere is heated specially from below. the floor absorbs radition from the sunlight and warms up. This warms the air in touch with the floor which, in turn, warms the air above that. A temperature profile looks with reducing temperature with height interior the path of the troposphere.

Our atmosphere is transparent to solar radiation.That means the air is not heated directly by the Sun.The sun heats the earth first and the atmosphere is heated from the bottom and the upper portion of the atmosphere is heated by conduction from the lower levels.That is why the temperatue drops as you go up.The radiation that comes from the sun is a short wave radiation which is not absorbed by the atmosphere whereas the reflected sun's radiation from the earth is a long wave radiation and it is absorbed by the atmosphere.Hence the atmosphere is heated from below and that is the reason for the temperature dropping as you go up

on the plains the water in the lakes evaportes and rises high as clouds are formed ,if the water content is little heavier then it cannot rise high above the hills, they get blocked by hills and mountains, so though it dosent rain coz itisnt very heavy enough but still it cannot go high so the temperature goes low and the chillness prevails, once the clouds clears by raining the heat is there and again evoparation takes place at faster rate and chills again.
