Computer shows it has a code 10 problem. Do I need this program or delete it?

The ATI 3D RAGE iic AGP is your video card. It looks like the driver for it has become corrupted. You can go to the site below and download the updated driver. Once you download it, find where you saved it, and run the program you downloaded:
