Are you serious?
Bush didn't even complete his service, he went off to run some guy's election the last six months.
Cheney? He got 5, count them, FIVE deferments, that chicken$#@.
That's what irks me the most, these guys are DEADBEATS when it really matters.

You have to serve in the active military to earn medals and ribbons. I can only comment about the US Army, as that is the branch of service I served in.
Some ribbons you can get regardless of service (your MOS ribbon, Good Conduct medal, etc) Others may be earned for doing your MOS well, whether in combat or not, such as Certificates of Achievement (not a medal), Army Commendation medals and Army Achievement Medals.
In the 4 years, 10 months I was in, I earned an MOS badge, Good Conduct, ARCOM with 2 oakleaf clusters and AAM with 3 oakleaf clusters. A cluster means you earned more than one each kind of medal, but since you can only wear one of each medal on your uniform, they add these little brass-looking things called oakleaf clusters.
I earned a lot of CAs while I was in but those are exactly what they sound like: The Army APPRECIATES what you did, but its not MOS or Combat related. I painted a 8 by 8 foot Uncle Sam for the 1985 Army Birthday Ball and received the first CA I got for it. From then on, I earned another 7 CAs, for Wargames (known as CPXs) etc.
Other medals and awards

Cheny never served. Bush's highest rank was first lieutenant but I'm not sure how that translates into medals, awards or honors.

None. Perhaps that's why they are hawkish..they have no idea of war nor military service. Maybe to them, it's like playing a war video game. Who knows!

I thing Bush lost his Wings to Fly, and was tossed off of flight status due to missing his pee test, if it was anyone else they would have had been put on Active duty for missing drills
