1) uninstall and delete all the garbage software HP installed on the HDD that you will never use.
2) Install and run a free copy of CCCleaner to delete all temp files and clean out the Recycle Bin.
3) check for disk errors and Defrag all drives
4) Add the highest capacity RAM that will fit.
I have the same laptop and it runs faster than the 3.0Ghz HT laptop it replaced.

Hello there,
Bribe it with cookies and treats? :)
I would reinstall everything, including the OS. As a person above said, it may need some TLC. When I got mine, I had to "de-crappify" it (Technical Term) :) I had to take off all the junk that HP put on it.
Seriously, I had one model very similar to this one. It had shared RAM with the video card. The first thing I did was put in more RAM. It is a relatively cheap fix for a common problem. This helped a little.
The next thing I did was replace the TERRIBLE hard drive with something a little better. My drive was a 20 GIG 4200 rpm that I was getting VERY poor performance. I could boot to a USB drive faster. I replaced my hard drive and then I had a "normal" pc.

Shut down or uninstall any programs you no longer use.
Also consider a RAM upgrade, you may be doing Memory-intensive projects and you PC simply does not have enough.
Also, go to Start/Accessories/System Tools and run Disk Defragmentation. That "cleans" up the computer, putting all of your files in a more logical order so they can be accessed faster.
