It's more news worthy to see that an International player has made the number one pick, actually any number one usually makes the headlines, than being picked 23rd in the 10th round, therefore when you see an International, they're probably high up in the draft.
The other leauges of the world are also viewed as being less dominate (that is why USA is generally picked as heavy favorites to win), so an International player has to really be something special, and heavily scouted.
Unfortunately, there are plenty of people in America who are talented enough to play to the level of the NBA, but they tend to not have the opportunity because of location, socio-economic status, or other means.

International basketball is improving in quality every year. Look at the recent Olympics and FIBA championships. Part of the reason for this is a strong emphasis on training, conditioning, and playing as a team.
Because of this emergence on the international stage, more and more NBA teams are focusing more on scouting international players. This is not to say that they are not scouting American athletes, they certainly are, but the key is that they want the best player available, and there are times when that best player is playing in another country.
As far as the draft goes, I wouldn't say that most international ballers are picked #1 in the draft. At their pick, theams are going to either choose the play they consider the best available, or the player that they feel best fits a need that they have as a team. People playing in America (for 2006 draft in American colleges, for 2005 in American colleges or high schools) still make up the majority of players selected in the draft.
In the 2005 draft, 4 individuals playing in international leagues were selected in the first round, with 10 being selected in the second round. In 2006, it was 6 in the first round and 10 in the second.
If international teams continue to show dominance in tournaments like FIBA and the Olympics, this trend will surely continue.

No because the European leauge is much different than college hoops. College is a better prep for the NBA so scouts look more closely and College Teams.

nope,because people look first at college they want an nba with american players but Bargani shouldn't be picked 1 that was Morrison sopt but................Also international leagues are weaker than nba european players are only bigger than american players and can shoot threes.
