I am presuming you mean when the car cuts out rather than the RC gear. If so, yes. As soon as the engine stops, the plug cools. It will need re-energising to restart the motor. See my answers to your other questions.

Not once it's warmed up it should fire without heating the glow plug again. Although it car depend on the car some want a reheat everytime they stop.
