Play to their natural sense of competitiveness. Set a challenge on who can earn the most merits (or whatever reward system you have in place) in a term - based on homework. Display as much work as possible that they produce on the walls. Students get a real sense of achievement from this, and others can be spurred on as well, when they see what their peers can achieve.
I think it is far better practice to focus on praise rather than sanction. Simply telling them off again and again means that you and the student get stuck in this annoying routine which leaves you feeling frustrated and the kid feeling victimised and resentful.
Just offer loads of encouragement, and maybe offer some 'responsibilty' to the student - eg, if it is a research project, tell them that whatever they find out, it would be really useful to report back to their peers (eg) as it would really help the class.

I like learning and reading but hated school! I agree that homework should be done first thing before tea and fun stuff. It helps if you can get into a routine, change and have a drink and snack and get it out the way. Make sure they have somewhere to work and the materials they need.
I also agree that kids that come from homes where they're encouraged do better, not just academically but with their attitude which counts for a lot later on. If you are around to give them a hand you can also keep an eye on how they're doing. Praise them for a piece of work done well, commiserate if they have a lot to do but be matter of fact about it. Its just one of those things we all have to do.
A surprise treat or outing if they put in a lot of effort seems to go down well. Make sure you tell them why they earned it.

Incentives to do homework? I'm confused. I have an 8 year old, and there are no incentives for completing homework. There are incentives for doing exceptionally well in school...but homework is a given.

when i was younger i never got incentives for doing homework, i got punished when i didn't do it. it was enough to get me to do my homework, but depending on your kids age they might need a different incentive. like a kindergardener to 3rd grader a simple cookie could be an incentive, a 4th to 6th grade let them stay up an extra 10 minutes when they do homework and go to bed earlier when they dont't. 7th grade and up should know to do their homework and shouldn't need an incentive to get them to do it, if they choose not to do it, they'll get in trouble at school, if they do it they wont get in trouble at school.

Give them a reward for every good grade on thier report card. I got $20 for every A , $15 for every B, and $10 for every C. This will encourage them to do homework and do good in school. Or you can give them a reward of something that theyve been wanting if their report card is good enough for you.

The only encouragement they need is their education get that across to them. Don;t give any material incentive.

there are a couple ways. You can reward them with something small if they go there homework on time for the week. Or you can take things away if they dont do there homework.

Show them what they will be if they don't do their homework, show them what it could lead to.
Praise them every time they actually do their homework, Don't bribe them.
Tell them who, what they want to be when they grow up, show some examples of successful well educated people in your family, of someone famous.
