Chinatown, Little India, Orchard Rd, Holland Village.. etc. Its very rare you will get cheated in Singapore when you go shopping. Just go window-shopping and compare price at diffrent stores.

I've had good luck at Mustafa's in Little India and some 4 or 5 story department store in Chinatown but I can't remember the name.

Good luck.

You can try Daiso the $2 shop at Plaza Singapura, IMM or Vivocity.
Otherwise, you can try Bugis Village, there are stores selling cheap souvenirs.
