The third is harder..Individuals and all..I guess you would have to go with Captain America, even if he hasn't sold well he kind of got resurrected in The Ultimates. He was one of their first characters, him, and the original Human Torch(Now Vision..though he died recently), Namor.
So yes I think that would be your three. Phoenix is up there though. Hulk, Iceman, Iron Man. They all have a pretty big following, but those are the big ones.

Spiderman (obviously) surely the most well known Marvel character. Then Wolverine, (The X men is huge but Wolverine is the most popular of them surely).
The third spot is definitely the most tricky to fill The Hulk is probably the best known of the other characters, the fantastic four is also very famous (but to be honest I've never much liked either). If I had my way it would be Daredevil or Silver Surfer. Captain America would be a good choice though he's instantly recognisable and has an iconic feel to him that even people who've never heard of him could relate to.

To get all the really good Iconic characters listed, I would go with their biggest creators, Stan Lee and Jack Kirby. The would bring you the Fantastic 4, Spider-Man, The X-Men, Thor, The Hulk, Daredevil.. not to mention the COOLEST villians! To round it out to 3, I would put Wolverine in here.
One of the reason why the American comic's industry is failing so bad and why Marvel Comics is eventually doomed for failure is that with the exception of Venom, Marvel has failed to introduce any iconic NEW character in the last 30 years!! They keep taking the same old characters and try to put a new "spin" on them.
And you wonder why Anime is so successful!

That would be X-Men, Avengers, and of course Fantastic 4.. Those are the big 3 in Marvel. Without those teams you lose most of what Marvel is.
