you need to formulate your comic to your target audience (7-11) and message (healthier and safer lifestyle) what portion of their lifestyle do you believe 7-11 have control over? mainly the key will be to encourage them to play safely: avoid busy roads and strangers (who are adults) also passive encouragement about avoiding unhealthy habits (dangers of fast food, smoking and drugs).
normally in comics you will have a hero (or hero's) and a villain (or villains) find a way to show the difference between them clearly, have the villains do bad stuff and eat unhealthily etc, hero's eat healthy food "to keep them strong" (a good example being popeye needing spinach to power his super abilities)

Just start creating some characters and see what you come up with. Add a little personality and a sprinkle of past experiences and you start to develop a story between these characters. Then you can get on with the comic. Hope it helps ^-^

should be humorous (comedy appeals to both sexes).
should be realistic ( two-dimensional characters don't appeal to anyone).
and not preachy (sublety is better and will encourage the reader to think for themself).

good luck.
