All leagues meaning?

I presume League Two and above. My answer would be Steve Finnan of Liverpool. He played for Notts County (League Two), Fulham (League One, Championship and Prem) and Liverpool (Prem).

There is also Matthew Taylor. He's played for Luton Town (League One, League Two) and Portsmouth (Championship, Premiership).

There must be a few more about!

Do you know, I think the answer is actually no but there was a player, Terry Dolan, who played in all four back in the 70's for Huddersfield.
