Please not that I said "ghetto". I'm not trying to offend anyone. There are people of all races that talk that way. I don't actually think there's anything wrong with it at all, but I have made an observation that people that speak like tend to end sentences with that phrase.
Are they not confident that you've understand them?
I've come up with a new drinking game: Watch the white rapper show on VH1. Everytime somebody says that phrase, take a shot.

I made a typo in the beginning. It should be "please note".

It's just a saying - why must you analyze it and try to make it into something divisive? People have been saying "nowamsayn" for almost ten years now. Find something else to care about why don't you.
When you use the phrase "ghetto people" please know that your ignorance becomes very obvious.

some people have difficulty in talking coherently for long time and expressing themselves clearly. Actually, a lot of people do. They do not teach rhetoric in schools anymore. So, these people use "fillers", words or phrases, to help them to concentrate on their next phrase and get some time to think what to say next.
Usually it's words or phrases: "well", "like", "like I said", "so", "you know what I mean".
Many people with degrees talk this way.
It's possible to get rid of the fillers by practicing public speaking, reading, writing and enhancing your vocabulary.

Nothing is more ghetto than watching that show. Who's brainchild was that? Every time I see even the previews for the show, I'm ashamed to be white. Sooooo embarrassing!

"Ghetto people"? I'm sure some people find your mannerism to be those of "po' white trash". Of course, they're not trying to offend you or anyone.
People choose to use "rap speak" because they want to be "cooler than you". Some may do it out of poor education, but most choose. Then again, I see no difference between "y'all" and "my homies".
Thou canst spake agin thine contemporaries lest ye not betray thine own failings. Ere ye dare shew thine own moral and cranial decrepitude, ye had best cast thine own eyes askance upon the words ye speaks.
If you can't read that paragraph, you're not fit to demean and bemoan others' language or their personage. YouknowwhatI'msayin'?

.........Not really. I don't know who you hang around or if you're just watching too much television. This is the stupidity that is portrayed by WHITE people on TELEVISION! It seems to me that you're just another one of those people who are getting sucked in by the MEDIA! It's kind've sad that some people can't tell the difference from reality and whats fake.

dwankers or knobs who think they are cool.It is primarily used to ask if the recipient of a statement understands what was being spoken. It is necessity to ask this because rappers are to stupid to ask what the speaker meant when they couldn't understand the statement.Due to the fact that they can't communicate well because of the stupidity of ebonics.
you know what i'm sayin homie DUH!!!
dwanker:
A total idiot, a lost cause, a moron's mentor! A guy that could make you stupid just talking with him for 2 minutes.
knob:
skin head
