higher up means thinner air. thinner air means less molicules bombarding soemething to heat it up, and also easier for heat to escape.

The troposphere is heated mainly from below. The ground absorbs radition from the Sun and warms up. This warms the air in contact with the ground which, in turn, warms the air above that. A temperature profile appears with reducing temperature with height through the troposphere.

as the altitude increases the temperature decreases......the air closer to the earth gets heated up due to the radiations emitted by the earth.....as u move up the heating effect reduces and the air there seems to be colder than the one closer to the surface

at equator the height of ice line is 5000 m. hence the hill stations are cold. at the poles of earth this line touches the earth's surface, so it remains icy throughout the year. even if we consider mt. Kilimanjaro, which is almost at the equator, it's peak remains icy throughout the year.
so higher is the hill station, near to the ice line, more the cold it is.
( Ice line is an imaginary line above which the water remains frozen throughout the year.)

Yes this question also arises for me the reason is the clouds are the cool particles when we are in hill stations we go near the clouds these clouds are closer to us so it is very cool.This is my assumption

This is true in general and actually very complex and depends on many factors. Main reason is simply rarefied atmosphere can not hold much heat, more air movements as you go up, it can be as high as 300 knots up high at 37000 ft.(jet stream).
