Yes that is an addvertising software you can safely remove it, and you should prevent ti from automaticly starting up, read further, i explain how to disable startup programs and services. There are a number of reasons your computer is not running at its potential. before you resort to a third party software, here are some pointers. Right mouse my compuer and go to properties. This will bring up the system properties. 1)You can turn off system restore, which requiers a lot of system memory. 2) Under the advanced tab click on perfomance settings and tick adjust for best performance, that disables all visual add on noncence xp has to make it prettier. Like visual effects animations when you minimize and maximize a folder( you can get back the xp look from display properties/appereance, it wont effect what you just enhanced.) If you would like to go further, click Advanced tab and change the virtual memory size. If you have more than one partiotion but the virtual memory on the partiotion that does not contain windows. Vistual memory is a prt of your hard drive your computer uses as it was phisical memory when in need, I usually select system managed size. Another thing is click start run and type "msconfig" and enter this is ms configuration utility, click start up tab and you will see all the programs that run in the background when you boot up your computer. Untick all the software you think is unnecessary. Do not worry you can not damage windows if you unticked them all. Then clcik on services and hide all microsoft services you will see a list of services windows run at start up you can untick them here also but before you disable a service google them that make sure you do not disable a service you use. U can always go back and enable them. Hope this helps.

Don't just remove it. Get Spybot S & D spyware remover. That "optimizer" is spyware that's tracking your activity and it's very invasive. After you download Spybot, update it, then run it. You'll be surprised at what it can remove.
Then use the Immunize button to make sure you don't get the same spyware again.
And try not to download things like cursors and screensavers. That's usually where most people get the junk that clogs up their PCs.

You should uninstall any programs you didn't install, but remember Microsoft Update downloads programs too, so check around.
But that program looks like a crazy thing, so Google it, find out all about it and then uninstall it if you like.

A good step by step guide I use is http://mywebpages.comcast.net/SupportCD/OptimizeXP.html Just go through each step.
Also get an antivirus and run that.
