There are several factors:

1) With the aid of computers they are cheaper and quicker to make. Speed more important as you will see later.

2) DVD format. You can sell sequel after sequel. And to expand on my first answer the direct to video market is big.

3) Stars often will appear in them for less for their kids and it is easy.

4) More money through tie-ins (video games, pay per view, shirts toys, cereal, theme parks rides etc). Look at the weight they put behind even clunkers, why they start the market mean machine early.

5) People have more disposable income and these films play to two levels, kids, with in jokes for parents who grew up watching cartoons. Look at "Who Framed Roger Rabbit (while not a strict cartoon it brought in both crowds.

Well back to Toon Town.

The costs have gone down some. You are seeing more because of the success of Finding Nemo, Shrek and Ice Age. I promise you if the next couple of animated movies tank they will go away.

To paraphrase Walt Disney, I would rather sell 4 tickets to a G rated movie, instead of 2 for a R rated movie.

Well, they may be slightly cheaper but th man power required is immense....there are a HUGE amount of slides needed. And they all need to be drawn, coloured (wether with a computer or not) then animated. They also need to have soundtracks recorded, voices recorded for the dialogue and random sounds recorded to make it look realistic. I'd say there is so many of them because anime is making a bigger impression in the western world, especially legends like Miyazaki Hayao!

It's all supply and demand. The public is going in record numbers, so the films will continue to be produced. I think the animation has become so good, and families are so desperate for something appropriate for children, that it is a good thing.
