you will receive many different opinions on this question I am willing to bet very many will say Dell, keeping in mind that dell isnt a bad system but dell is only a dell. its nothing more than the for letter word dell, I personally recomend gateway. as i have always had great expeirences with them. i am assuming you are wanting a desk top computer? if so 700$ can buy you a very nice machine, stay away from your cheaper models such as E machines, Compaq, etc.. now top thing to look at is what you are getting in the pc for 700$ for 700 you should easily get 1gb of memory(ram) dvd burner, 80- and up gb hard drive, i will not say intel or amd processor. I like both. amd runs hotter. but is a great processor, dont go with a Intel Celeron that is bundget line processor for 700$ you can get better, example , lap tops are more expensive, I just bought a new gateway lap top 1gb ram dvd burner, quality graphics 200m, amd turion 2.19 ghz 80 gb hdrive. nice machine 749$ so dont get ripped off , shop online and visit best buy retail stores they have great prices sell gateway, Sony,HP, on desktops and those plus toshiba, and more on laptops they also offer 100% price match very happy to do so , great customer service , and they have a tech, geeksquad ... good luck, btw.. if you get a new system and is pr confgured with Internet explorer version 7 you may expireince problems with Yahoo messnger etc.. even though yahoo site will recomdn version 7 they dont get alone very well. best of luck... enjoy the pc.

EVERY PC Manufacturer would like to think theirs is the best. But the fact is your question can only be answered by you. Expecially now as whatever you purchase will be 3 months out of date the second you purchase it.
The computer indsutry is in such a state of flux constantly researching & introducing as fast as they are capable, machines that will keep up with the massive increase in technology capability. Most of this is due to the absolute neccessity of trying to keep up with decreasing bandwidth availability & increasing ability to broadcast over the internet streaming video, pictures, & increased data transmission from the vast number of new computer users.
If you are going to purchase now, try to find a PC that is MICROSOFT VISTA OPERATING SYSTEM READY. There are many available. Some say VISTA READY & OTHER VISTA PREMIUM. The new operating system is not backward compatible, You will have to Upgrade to VISTA OS within a fairly short time as the life of a computer goes.
Right now, decide what uses you really use your computer for. Gaming, Letter writing, E-mailing, Do you use INSTANT MESSENGER services, CHAT, etc.
IF YOU DO MORE SUCH AS SEND & DOWNLOAD PICTURES, VIDEO, & MUSIC, You need one that says it has Microsoft Windows Live MEDIA CENTER EDITION

If you use it for home office, you need XP PROFESSIONAL.
XP PROFESSIONAL Comes preinstalled on the newer computers but is a trial version for "X" number of months & will require payment of a fee to continue use. There are also trial extra cost features loaded & it will be up to you as to which ones are important to you. EXAMPLE: ENCARTA ENCYCLOPEDIA is trial. There is a FREE version of HOTMAIL that is instantly usable and very useful but the PREMIUM VERSION with all the Bells & Whistles is extra cost.
Whatever Computer you choose, make sure you make a decision about what trial (PREMIUM extra cost) features you want to opt out of because you might be surprised with a bill from someone that you weren't expecting.
OFFICE DEPOT ALWAYS HAS A GOOD PACKAGE BUY. ONE AT THE BEGINNING OF DEC 2006 Was a FULL FEATURED PC, WITH MOINITOR, & PRINTER. CIRCUIT CITY HAS SPECIAL BUYS, AS DOES BEST BUY.
SOME OF THE VERY BEST PRICES ARE AT WALMART, but understand that their employees ARE NOT TECHNICALLY TRAINED. But you will be able to get the most computer for the money.
My recommendation is that you buy from Electronics Specialty stores such as some I have mentioned above.
If you can afford it, the computer industry is in such a state of flux that you really should PURCHASE THE EXTENDED SERVICE PLAN THAT ALL WILL OFFER YOU. These service plans include technical, and hardware support that goes beyond the Computer Manufacturers Basic Warranty. If you have problems that can't be solved, without the Extended Warranty, You will pay a lot more for Manufacturers service & you probably would have to take your computer In to a service center. Just make sure the service plan includes ON SITE SERVICE
I can tell you that a laptops portability is a definite plus, but for the amount of money you want to spend, you would have to spend a lot more to get the necessary operating system, speed, & ESPECIALLY MEMORY that you will absolutely have to have for the MS VISTA OS. You could wind up buying a lot of Memory Sticks, upgrades etc. unless you just bite the bullet & pay more.
The Desktop will give you more for your money now.
I cannot recommend any particular BRAND NAME, but today NAME BRAND DOES NOT NECESSARILY MEAN BETTER.
ACER is making a name for itself for dependability, As well as a couple of Lesser known brands. I would hold off on "E-MACHINE" branded product. They belong to GATEWAY, an excellent company who has some rather severe service problems to be solved. I base that statement on both "SERVICE RATINGS FROM NATIONALLY ACCEPTED COMPUTER & CONSUMER MAGAZINES. I have an aversion to subscribing to magazines but HIGHLY RECOMMEND YOU IMMEDIATELY SEEK OUT "PC MAGAZINE".
If you already have a computer hooked up to the Internet, you can surf for INDEPENDENT Comparisons.
Every Major Retailer & Computer Maker have online specials that you can order on the net & pick up almost immediately at your nearest store.
A lengthy answer, but hope it helped. Ask lots of questions its your money & you have to live with your decision.

the one you build yourself, bought my first comp in 2000 (didn,t know how to use it,lol)built my first comp that same year and have been doing so since, no i can,t build cheaper then mfg,s, but i can build much better for same money, all the info is free on the net, places like toms hardware,just do computer building search, and read everything, sits like this and computer chat rooms help, but watch for bad advice
