The racing clubs are marked with a black and white, checkered flag on your map.
You know the gas station/repair shop? Across the street, and a little ways up, there's a car showroom. Behind it, there's a mod garage. Somewhere around there is the racing club. It's just a map on a wall, nothing special. You just walk up to it.
