I'm actually going to taiwan in middle of march this year. And i interested in getting a prepaid card of theirs. Does anyone have any idea is there a age limit to it? Or non citizen(as in non Taiwanese) is it possible to get it?

Sure, You can buy many types, starting at NTD300/- or NTD600/- with a New number for Taiwan. All you need to do is to produce your passport, they will take a photocopy of it. No age limit as far as I recall.
You can also pick it up on arrival at the Airport:
Cellular Phone Services Sales of pre-paid SIMM cards and other related services.
Location On the north side of Arrival Passenger Reception Area Terminal I
Departure 08.00-18.00 Arrival 11.00-21.00

Yes, all you need is your passport and like the guy above said you can get it at the airport. HOWEVER, if you're going to stay for a while, get a contract, the prepaid cards are much too expensive. You can get one if a Taiwanese signs for you (which your boss normally would do), or Far Eastern will give you one if you go to their HQ (not sure on this one)
