There is only one Open University. And I don't know how you will manage from UAE as you have to attend some weekend and week-long courses.

There is only one Open University in the UK. Google Open University and you will be able to get all the information you need

As far as I am aware there is only ONE Open University. And they do NOT care where you live or how old you are - as long as the coursework gets handed in on time.
