It is Bonn. after II world War, Berlin the previous capital was totally bombed by air raids, so a new capital was needed for the Govt to function from so they chose Bonn a small town which was comparitively untouched during the war. Berlin was divided as East and West with a wall in between. It remained as the comercial capital but the official capital remained as BONN.With the fall of communism the wall came down and Berlin and Germany became united.
