What would an example be where a 10% DOS (DENIAL OF SERVICE) causes a serious problems for an internal user and for an external user. What might occur to cause a 10% system outage from a DOS attack?

The question is a bit vague though. As well as using incorrect terms.

If you are asking if a 10% increase in traffic due to a DOS attack will affect the server and the clients connecting, it really depends. Primarily, if the server can take the increased traffic, then the clients connecting to it will not be affected.

However, realistically, a real DOS attack could increase traffic by at least 1000% times, a figure which could overwhelm the server, the usually the server might not be able to service legitimate clients.
