The very mindset of the people has to change - only then will the cleanliness levels change....
Many people have a complacent attitude towards civic sense....sometimes even educated people couldn't care less.
Changes must be adopted not just in making and enforcing laws such as fines for those that spit or urinate on roadsides etc.... but also in educating the public on the effects it has on them...
the schools can make students recycle things and learn how to maintain cleanliness etc...but at home if their parents do not insist on the same, the children will grow up with the wrong attitude.....
People must be made aware through education and through media about the consequences of their actions on themselves and on others....
Schools should make parents realise on the importance of inculcating a civic sense in their children and help them implement it at home too...
dustbins and public lavatories should be present in all areas for the convenience of citizens....
The transportation system is by and large one of the most efficient in the world...however due to bad roads, we face problems....this problem will not be solved unless the BMC is given deadlines for road repair and completion of projects...and this involves the judiciary now....
So it's not an easy process...it's much easier said than done....the citizens, educational institutions, government bodies, judiciary, media, road traffic police and law enforcement officers need to work on this in collaboration. And more importantly, midnsets will have to be changed . ...Only then will there be a change after a few generations....

The Chinese are proud of their country and have great respect for the leaders. They want to be seen as industrius and are encouraged and rewarded so.They don't deface their transport and they have collective teams to maintain an area of the highway or roads in their precinct.
The whole culture of Mumbai id different, they do little for themselves and expect everything to be done by the Government or someone else. Somehow this attitude has to be changed to encourage people to be more responsible for themselves and their environment.
It's not unique to Mumbai, look at Detroit a mainly African American area, that is an absolute slum and rejects any other nationality from being in the area, especially after dark, whites rarely venture into the area for fear of bashings and murder.
Burnt out cars, litter rubbish rats and squalor abound, and who complains?The people who live there of course!, but they do little for themselves to clean up the area or try to improve their lot. They expect the local givt body to do it for them at taxpayers expense.They claim they are too poor . But being poor doesn't mean you should lose self respect and civic pride and make you get off your *** to help yourself. Same for Mumbai!

It seems to me that India has a lot of protections for blue-collar workers. In fact, some of the strongest in the world. But with that, too strong. Basically you can't hire anyone for a blue-collar job and expect to lay them off if the business goes sour or there is no more need for them. With that, nobody wants to hire blue-collar workers in India, as you cannot easily get rid of them in case something happens. China, on the other hand, does not have the same kind of protections, which promote these kinds of jobs there. So, until India realizes that they need to change some of their employment law to make lower-skilled and/or blue-collar workers favorable, this is how it will be.

By comparison to China, India is a free country and the government is limited in it's ability to compel people to do anything. The Chinese have enormous police forces and a neighbourhood spy system, plus 58 years of intensive propaganda behind them. The answer is a change in attitude through positive propaganda about hygiene in India.

maybe the city doesn't have enough money to clean its street, and people of mumbai are not clean enough!
But a smart way to clean the street and make money, is to make people who will through their trash on the floor next to the trash can pay an initial amount of money or else they will be taken by police! I have seen that in third world countries! and its sad!
