Because they want to know how much time they have, so they can prioritize their schedule. Though the habit is a bit off, for most it is very practical. And they'd rather ask for the deadline than for when to start because some assume their supposed to start when the task was given to them.

Filipinos are being practical. Of course deadline should be asked in order for one to find out what "diskarte" or approach best suits the task assigned to him. I believe that there are generally only two (2) types of approaches one can choose to complete a task: there is what we call a longer yet more comprehensive approach (locally known as "Segurista" approach) and there's the shorter or quicker yet very practical method (colloquially known in local term as "Haduken"). So choosing which of the said two approaches will definitely depend on the deadline or timeframe given to complete a specific task or tasks.

It is because Filipinos want to finish things before the deadline. Another reason for this is to find out how much time we have to slack off.

Because some people are concern with outcome. I am not filipino and I do not want to state that I know anything about knowing about their culture. So for anyone that's interested in getting the job done they think about how much they have from the time they get information.
