You could try the local newspaper archives for LA. I imagine most of them have a website where you can contact them.

I assume 06 refers to 2006. In which case, the newspapers should have all their full newspapers and obituaries as electronic files that they can search in an instant.

If you're talking about a 1906 obituary, ask people on 'genealogy' (family history) websites how they go about finding obituaries from that period. Some newspapers keep past issues of newspapers in an archive going back 200 years.
