I just downloaded a movie that I want to put on on CD so that I could watch it on my DVD player. However, my computer can't seem to find the CD I just put in the drive, I restarted my computer but still, nothing, any suggestions on what I should do?

try to open the file with power dvd player or if that doesnt work try divx player.

First of all, are you trying to write to a DVD or a CD? They are two different things.

If you are trying to write a DVD, you need to realize there are several formats. You have DVD+R, DVD-R, DVD+R DL (dual layer), DVD+RW (re-writable), and DVD-RW. You have to make sure your burner is capable of reading/writing the type of disk you have.

If you are using the right type of blank media and still having problems, it might be that you are selecting the wrong kind of disk to burn with your burning software. For example, if you insert a DVD but are telling your burning software you want to burn a CD, it's probably going to tell you to enter a blanc CD in your drive - even if you already have a blank DVD in the drive.

One last note. Just because you downloaded a video file and burn it to DVD does not mean it will play on the DVD player hooked up to your TV. In order for the video to play on your TV - and probably for your DVD player to recognize it - the file has to be NTSC format which means a certain resolution and 29.97 frames per second. Many videos you download will have the frame rate reduced to something like 23 frames per second to minimize the file size.

Assuming you're using the correct media and you have the right format of video file and you're still having problems, you'll have to look to someone else for answers. I'm assuming you probably downloaded the file from a file sharing or bit torrent site. While I'm not going to make judgments about you for doing so, I'm also not going to help you make illegal copies.

Go to bios and check if it is detecting your cd rom. To do this repeatedly press DEL when the system starts and go into hardware configuration. The directions on the bottom of the screen will tell you what to press to auto-detect hardware. This will tell you if your cd rom is installed or not. Do not change any other thing or if you are unsure of navigating through bios and performing the above steps ask someone who knows how.
