i have dell dimesion 500 with windows xp it has 512mb ram a 3.00GHz cpu, 3d card is RADEON X300 series i think its a 64mb card, im not sure what other stuff i should mention this is all that i know of that has anything to do with poerformance.
what should i upgrade to make games run faster and make my pc run faster when im just doing normal stuff on it?
like when i play games with the model details set to high they look great but the game loads very slowly and when there is a lot of explosions and a lot of effects happening in te game is starts to lag very bad. i also have a high ping in online games but i have a 2mb broadband connection so it must be my pc. ill be pleased with any advice

makes games faster: Gfx card and ram to lesser extent
makes system start-up/load times faster: ram

cpu is ok no need to upgrade that.
how much have you got to spend for upgrades? i'd imagine your gfx card is agp rather than pci-express which means you can't get a top spec card but you can get a decent enough upgrade for not much money try a 7600gt. these have 256mb ram and will run all the latest games well on med-high settings. probably looking at just over £100 but the gs version is about £85-90. look at the 7800 gs for a faster option but you're looking at about £220-230.
if you want to go nuclear look at a motherboard upgrade and get the 7950 gx2 or 8800gtx! be looking at more than £500 for this though :(
if you go up to 2gb ram you won't have to worry about upgrades for a while. get a matched pair if possible to run in dual channel mode and allow a bit of overclocking headroom maybe.

The easiest upgrade is to upgrade the memory, get the highest you can afford, also get the fastest memory your PC can take. Do a scan at http://www.crucial.com to find out what you can get. You can use this information to shop around but crucial is quite reasonable.

Next you could look in to graphics cards, again the crucial scan should tell you if you have agp or PCI express slots. Again go for the best you can get.

For gaming you can also get physics cards that may help only some games are compatible so look here for information and a list http://www.ageia.com/physx/titles.html

The processor you have should be fine, upgrading his would be harder but if you can get the model of the motherboard you should be able to find out if any better processors would work.

An updated graphics card for gaming and more RAM for everything else, a 3GHz machine should run plenty fast enough for most things though.

Anyhoo with a 3GHz machine you probably have a AGP graphics slot? if you do you can still get hold of an nVidia 6800 Ultra, that'll be quick enough to run almost anything without costing a fortune, they go for about £70-90 on eBay, if you get one of those and stick a couple of 1Gb sticks of RAM into your Dell you should see a marked upgrade in gaming speed.

you will choose a competent cpu like new amd or intel p4 then you definitely choose atleast 64mb or pics and ensure you have a dvd cd stress and a minimum of 512 memory and you shoukd have like 5gb of loose area in you confusing stress
