My wind screen wiper is stuck coz of the ice storm, the vehicle is kia spectra what should i do??

Let your car warm up and put the window defroster on. It should melt the ice off.

wiper are stuck and still on you may have burnt out the wiper motor

You should buy a new car....but short of that pour salt on it, it'll melt and stay melted for a while.
