The meaning behind that saying is if you are getting milk for free, there is no reason for you to buy a cow and take on all the responsibilites involved. There is no incentive - you're getting what you want in an easy way.
In life if a person is getting what they want in a relationship without having to commit or be responsible, why would they want to change the circumstances.

Buying the cow makes it illegal for the cow to give away the milk to another customer. So buy the cow, but only after you've sampled the milk and it's good. Better than the other cows you've tried. And make sure that the cow wants to keep on giving you the milk, otherwise, find a new cow. And make sure you don't drink from the bull! lol
