Sure, in fact, that used to be the only way to use a credit card about 25-30 years ago, they would run an imprinter over your card to make an impression of the digits and information on carbon paper. There is nothing wrong with it, its just not used that often anymore. Don't be alarmed, just encourage that poor merchant to join us in the 21st century!

I don't think so. Why would anyone have to make a copy of your credit card? I'd report it.

You are exposing yourself to credit card fraud.
You should report the merchant immediately to the police !!!
