As he was the first king of Hungary and has also been canonised as St. Stephen, I would imagine the top candidate for the most popular king of Hungary would have to be Stephen I.

The problem with this question is it depends on you what you consider "popular". People living under the rule of Matyas (Matthias) didn't like him, because of the high taxes. After his death, however, things turned much worse and people realised what a just and good king they lost. Many legends were born about him, which are half true, half legend, mostly.
He built a very strong and quite rich country, but was popular only afterwards. I'd say he was the most SUCCESSFUL king of the Middle Ages.
St. Stephen established the Hungarian state, he's got a very positive image, as well as Laszlo I, who's also sacred. He introduced very severe measures against criminals, for example.
So I'd suggest these kings to form the podium. :)

If by "popular" you mean "well-loved by the people," then certainly it would be Matyas. No other Hungarian king in the Middle Ages comes close.
