I will going to Padang & Bukit Tinggi, Sumatera in March 2007 too. 16-19 March. In the airport you can ask the tourism information for accomodation and transportation. There is an airport bus from airport to padang, fee about Rp.12.000,-. In Bukit Tinggi there is a beautiful hotel: Novotel Bukit Tinggi, more than Rp.300.000 per night. But many hotels offer cheaper (from Rp.100.000,- double bed/night). There's no difficulties finding accomodation and transportation in Padang & Bukit Tinggi. Yes there is a public bus from the airport in Padang to the city. The most interesting part of Padang is the old area of the city. It is called Kota Lama and is the area around the river.
Padang has lots of hotels with Budget ones starting at around 150.000rp.
The trip to Bukit Tinggi takes about 3 hours even though it is only around 100km. The Novotel Bukit Tinggi is very nice but it is more like 500.000rp. Check www.accorhotels.com.
There are many cheap hotels along Jalan Ahmed Yani in Bukit Tinggi.

How much is the budget? You can take flight from Jakarta to Padang, and take bus to reach Bukit tinggi. You won't find any difficulties finding an accommodation. Those are touristy places.
