Yes, alcohol IS a drug, specifically a depressant. Alcoholics are addicts just like people who use crack. The difference is, alcoholism isn't against the law. So your holier-than-thou neighbor needs to be reported for child endangerment.

Yes alcohol is a drug. Yes your neighbor is a hypocrite.

The drug laws and your neighbor are the products of a hypocritical society that is geared for materialistic goals and benefit of those that want to work toward those goals.

If you call child services you will involve more Hippocrates dealing with these children. If they are not being abused or in danger don't subject them to the governmental authorities.

Yes your neighbor is a hypocrite. She should not be drunk in front of her children for the reason that she would not be able to respond in an emergency. I would call CYS only if the kids are in danger.

Of course alcohol is a drug. It's a drug that is cheap, legal and readily available.
Your neighbor is a ****-up and a hyporcrite, yes, unfortunately, hypocricy is easy to find.
You should contact CPS and see what they can do. They probably can't act unless your neighbor actually does something to one of her kids, being drunk in front of them probably isn't enough.
