First you have to go to that tiny airstrip and get a pilot's liense (seriously... that's what you have to do). Then yeah, you hop the fence at the airport and have at it.

I believe you get them at the Las Venturas Airport..
+ Planes
When you get a flight you will go a really big plane and if you want to fly it follow these steps.
1. Go to Las Venturas airport
2. Get on to the airfield with a car (it's a bit of a drive)
3. Drive to the south-east of the airfield and there is a huge hanger
4. Get out of the car and go and stand in front of the hanger door
5. The door should come down and there it is
Caution; It has really bad turning so watch out!
