I dont know the conversion or how to do figure that out, but I do know: 1) 22 cents per kwh is very expensive. In WV we pay about 7 cents per kwh 2) It will generally cost more to operate any electric appliance (especially a type of furnace or heater) 3) In our area, natural gas is a much more cost efficient solution because in alot of cases they use natural gas to product electricity. Do you have access to natural gas or propane? That would save you money.

The power company can tell you in a minute what it would cost you.
