1.) m=4, b=7

Use the y intercept form of the line to start.

y = mx + b

y = 4x + 7

Now convert to standard form

y = 4x + 7
0 = 4x - y + 7
4x - y + 7 = 0 (this is one standard form)
4x - y = -7 (this is the other standard form)

Which of the two standard forms your teacher has in mind I couldn't say.

m = slope
b = y-intercept

Slope intercept equation: y = mx + b

Standard form of an equation: mx - y = - b

Therefore, just substitue the given values into the equation.
1) 4x - y = -7

Try the other two for practice.
